Kwu Tung North Twin Government Complexes Move into Implementation Phase

HK$9.96 Billion Integrated Development to Become Northern Metropolis’ First Major Government and Community Hub, with Construction Targeted to Begin in Q3 2026 

 

The proposed Joint-User Office Building and Joint-User Complex Building in Kwu Tung North New Development Area have entered a key implementation stage, following funding discussions and preparatory works. The project represents one of the first major government-led developments within Hong Kong’s Northern Metropolis and is expected to serve as a catalyst for the district’s long-term growth.
     The integrated development, located at Site 29 of the Kwu Tung North New Development Area, is strategically positioned adjacent to the future Kwu Tung Station and a planned public transport interchange. The government has estimated the total project cost at approximately HK$9.96 billion, with a combined net operational floor area of around 86,000 square metres, comparable in scale to the Tamar Government Complex and the Legislative Council Complex combined.


Joint-User Office Building

The office tower will rise approximately 35 storeys, with around 25 floors dedicated to government offices. Several government departments are expected to relocate to the building, including the Architectural Services Department, Lands Department, Northern Metropolis Co-ordination Office, and Food and Environmental Hygiene Department.

The development will also accommodate a range of community facilities, including:

  • District library
  • Post office and delivery office
  • Kindergarten
  • Child care centre
  • Youth service centre

 
Joint-User Complex Building

The eight-storey Joint-User Complex Building will focus on community, recreational and public services. A key feature will be a fencing competition venue designed to host international events, providing seating for approximately 1,000 spectators. The facility will support both training and competition activities.

Additional facilities will include:

  • Indoor sports centre
  • Community hall
  • Family medicine clinic
  • Retail and food-and-beverage outlets

 
Construction Programme

According to the latest government timetable:

  • Construction is targeted to commence in the third quarter of 2026.
  • The Joint-User Office Building is scheduled for completion by the end of 2029.
  • The Joint-User Complex Building is expected to be completed by the end of 2030.
  • The broader Kwu Tung North and Fanling North New Development Areas are projected to reach full maturity around 2032.

 
Cost Management and Delivery Strategy

During recent Legislative Council discussions, lawmakers raised questions regarding the project's near-HK$10 billion construction cost and overall value for money.
     The government has responded that the design adopts a standardised and streamlined approach, while extensive use of Modular Integrated Construction (MiC) technology is planned to improve productivity and reduce construction risks. The development is also targeting a BEAM Plus Platinum rating, reflecting its sustainability objectives.
     Upon completion, the project will become one of Hong Kong’s largest examples of the “single-site, multiple-use” development model and is expected to play a significant role in decentralising government operations while supporting the long-term development of the Northern Metropolis.
