Hong Kong-Shenzhen Innovation and Technology Park set for Q4 completion

Mr Ma Weishan, CEO of the Hong Kong-Shenzhen Innovation and Technology Park Limited, recently announced that the Park is accelerating its development across all fronts. Operations are expected to officially commence later this year, with the first batch of tenants scheduled to begin moving in during the fourth quarter.

     In addition, selected remaining plots from Phase 1 will be released within the year, inviting private sector proposals for development. Planning for Phase 2—including development scale and industrial layout—is also expected to be finalized.
     Located in Hong Kong’s Northern Metropolis, the Park spans approximately 87.7 hectares and sits adjacent to the Lok Ma Chau Spur Line and Lok Ma Chau Control Point. Together with the Shenzhen Innovation Park across the river, it forms the Hong Kong-Shenzhen Innovation and Technology Cooperation Zone—a pioneering cross-border policy pilot platform.
 
 

The Park’s development strategy focuses on four key pillars:
- Establishing a world-class platform for academia-industry-research collaboration
- Building an internationally competitive base for industrial prototyping and technology transfer
- Creating a global hub for innovation and technology resources
- Serving as a testbed for institutional and regulatory innovation

The Park will be developed in phases, with a target to establish a highly efficient innovation synergy mechanism with the Shenzhen side by 2030. This will lay a solid foundation for full-scale development of the Hong Kong section of the Cooperation Zone. By 2035, the Park aims to achieve comprehensive development and elevate the Zone to a globally leading position.
 

Development timeline
Q4 2025: Completion of initial infrastructure and commencement of operations
Q4 2025 onward: First batch of tenants begin occupancy
2025: Release of remaining Phase 1 plots for private development proposals
2025: Finalization of Phase 2 planning, including development scale and industry layout
2030: Establishment of a high-efficiency innovation synergy mechanism with Shenzhen
2035: Full-scale development and global positioning of the Cooperation Zone
