New Construction Workers Registration System announced
In order to promote a sustainable development of the construction industry and to provide accurate data for manpower planning, CIC started the replacement of the existing Computerised Registration Management System (CRMS) in 2013. The development of the new Construction Workers Registration System (CWRS) has completed in end of 2015 and will be implemented in phases from December 2015 to mid-September 2016. 
     Under the CWRS, contractors are required to use Android card-reading device with NFC function by installing a free Daily Attendance Record Application (CIC DAR App) designed by the CIC to collect and submit DAR. The new CWRS was launched on 18 December 2015.  

Objectives of the Development of the CWRS 
1. To collect the raw data of DAR in order to obtain a more accurate and reliable data for analysis and use in the planning of human resources; 
2. To provide an updated platform with high degree of transparency to replace the CRMS and SATM currently adopted to enhance the functionality of workers registration system; 
3. To improve the mechanism of workers registration such as reducing the number of construction-related cards to be carried by workers, to record the recent DAR on registration card and to streamline the procedures of collecting and submitting the site attendance records, etc. 

Benefits of the CWRS 
1. To collect and submit DAR in a more convenient manner. 
2. To provide a wide selection of card reading device. 
3. Online system enhances the efficiency of daily operations and management of DAR. 
4. To collect raw data of DAR. 
5. To streamline the registration procedure for the first entry workers. 
6. To allow workers to check information stored in registration cards. 
7. To store other construction-related qualifications/certificates to reduce the number of cards to be carried by workers.

New Features of the CWRS 
1. To register and manage workers' in and out records on the site through CIC DAR App. 
2. To provide CWRG to manage the DAR of workers on site. 
3. Use of near field communication (NFC) enabled Android card reading device to read workers' information stored in registration card. 

     CIC is now developing a CIC Android card reading device, also known as "CIC device" that would suit the environments and operations of construction sites and to provide contractors with wide selection for purchasing. The device is user-friendly, durable, and interoperable across connectivity system interfaces.
